Is there a way to use the server time as the clockin/clockout time? I am concerned that employees will change the clock time on Windows then clockin/clockout, then change the clock back.

You can use Windows Group Policy to disable user's ability to change the date and time of the client computers. For example:
There are other soultions that you can find by doing a web search on 'prevent user from changing clock' or time.
NOTE: To keep the clock accurate, you can either have it sync with one of the time servers (via Windows settings), or have it sync with the server's time. Again a web search will show you the different ways for doing this.
- Go to start --> run --> key in gpedit.msc
- Navigate to Computer Configuration --> windows settings --> security settings --> Local policies --> User Rights management
- Look for Change the system time on right panel
- Remove all the users and groups.
