Recent federal legislation has changed the period of the Daylight Savings Time change by moving it up 3 weeks in the spring and moving it back one week in the fall. As a result server operating systems need a patch with the new DST schedule information. There may be other areas that need a patch. e.g. Java and Perl.
Will the DST changes affect the Accutrack application and if so, what preparations/changes are needed to ensure proper operation of the application?

AccuTrack depends on your computer's clock when recording the date and time. The software offers an option for synchronizing the client's time with the server's time. Since the changes you mentioned are done at the operating system level, they do not affect AccuTrack directly, and once your computer's time is updated, AccuTrack will be using the updated time.
